                                        Application Description

          LightSquared Subsidiary LLC (“LightSquared”) hereby seeks authority to modify

its existing satellite carrier monitoring system (“SCMS”). LightSquared recently

received authorization to construct and operate a SCMS which consists of four

technically identical, remote transmit/receive earth stations. See FCC File No. SES-LIC-

20100412-00441. The information provided in that application is incorporated herein. 1

          In the instant application, LightSquared seeks authority to add a fifth remote

transmit/receive earth station location in Puerto Rico. See Table 1 below. The proposed

Puerto Rico station will be technically identical to, and will operate in the same manner

as, the existing earth stations.2 The applicant seeks no other changes to the license.

    As stated in the original license application, MSAT-1 is foreign satellite authorized by Industry Canada,
    LightSquared believes that its response of “No” to Question 42a (i.e. whether the applicant intends to use
    a non-U.S. licensed satellite to provide service in the United States) is appropriate and correct because
    LightSquared in this application seeks only to provide monitoring functions with MSAT-1 and will not
    provide service from MSAT-1 using the SCMS earth stations. In any event, LightSquared submits that
    no additional information is required in this application to communicate with MSAT-1. The information
    normally required under 47 C.F.R. § 25.137 and in response to Question 42 for foreign-licensed
    satellites has already been provided to and approved by the Commission in prior applications, and
    LightSquared incorporates that information by reference. See, e.g., Applications of SatCOM Systems,
