         Application for Authority to Utilize Extended Ku-band Frequencies and
            Other New Emissions for the SBY30/VER 9 Meter Antenna to
                      Communicate With the Telstar 11N Satellite

                        File Number SES-MOD-20091217-01593

         Vizada, Inc. (“Vizada”) respectfully seeks modification of the WB36 license of
the Southbury, Connecticut transmit/receive earth station to add new Ku-band
frequencies and emissions to the authorization for the SBY30/VER 9 meter antenna at
Southbury. Among the operations will be digital carriers to the Telstar 11N (T11N)
satellite (37.5 W.L.) on frequencies 13750.0 to 13772.0 MHz and 13778.0 to 14000.0
MHz, and digital operations from 10950.0 to 11200.0 MHz, 11450.0 to 12200.0 MHz
and 14000.0 to 14500.0 MHz. This is a refile of SES-MOD-20090720-00882 as
amended by SES-AMD-20091006-01284 that was dismissed without prejudice based on
a finding by the International Bureau that the amendment had been filed after grant of the
underlying application.

         Vizada wishes to make it clear that the authority being requested is only for
transmissions from the earth station hub antenna up to the satellite on 13.75 – 14.0 GHz
frequencies. No authority is being requested to utilize 13.75 – 14.0 GHz frequencies for
Earth Station on Vessel (ESV) operations. Vizada does intend to utilize the new T11N
satellite to provide Ku-band ESV service to customers in the T11N footprint but the
transmissions from the ESVs to the satellite will not be on 13.75 – 14.0 GHz frequencies.
The ESVs to receive service via T11N will operate only in the 10.950 to 11.200, 11.450
to 11.700, 11.700 to 12.200 and 14.000 to 14.500 GHz bands as permitted by Section
25.222 of the Commission’s rules and the WB36 ESV authority. Authority is not being
requested to utilize the 13.75 – 14.0 GHz frequencies for ESV operations. The authority
for the 13.75 – 14.0 GHz frequencies and emissions is only needed and only being
requested for operation of the SBY30/VER 9 meter fixed hub antenna to communicate
with T11N.

         Vizada also notes that prior to dismissal of the cited previous application for
authority for transmissions from the earth station hub antenna up to the satellite on 13.75
– 14.0 GHz frequencies the International Bureau had completed successful coordination
of this request with the NTIA. Vizada understands that the NTIA had no objection to
grant of this authority subject to the following conditions:

       The user must provide the Naval Electromagnetic Spectrum Center (703-325-
       2750) a 24 hour phone number which would be contacted when national defense
       and U.S. Naval operation requirements necessitate immediate cessation of
       operations.


       The applicant is aware that they would be required to temporarily cease satellite
       operations on these frequencies until notified otherwise.

       Vizada agrees to fully comply with these conditions. It has provided the Naval
Electromagnetic Spectrum Center with the 24 hour phone number, 202-262-5000 for
contact with the Southbury teleport when national defense and U.S. Naval operation
requirements necessitate immediate cessation of operations. Vizada confirms that it
understands that it would be required to temporarily cease satellite operations on these
frequencies until notified otherwise and agrees to immediately cease transmissions if so
requested.

       Vizada respectfully requests that the modification of the WB36 license described
