                                  Request for Modification of
                        Earth Station Authorization (Call Sign E030120)

        Amtech Systems LLC (“Amtech”) is currently licensed under call sign E030120 to
operate 70,000 half-duplex mobile earth terminals (“METs”) with a transmit bandwidth of 20
kHz in the lower L-band (1530-1544/1626.5-1645.5 MHz).1 This modification application seeks
to increase the authorized number of METs to 100,000.

        Grant of this request for modification is in the public interest because it will allow
Amtech to operate an increasing number of METs that comply with the Commission’s real-time
preemption requirements. As the Commission is aware, Amtech currently operates METs
pursuant to two authorizations. First, this authorization (call sign E030120) permits Amtech to
operate 70,000 METs that comply with the real-time preemption requirement set forth in
Footnote US315 to Section 2.106 and Section 25.136(d) of the Commission’s rules.2 Second,
Amtech holds an authorization (call sign E990316) to operate 30,000 METs pursuant to a waiver
of Footnote US315 to Section 2.106 and Section 25.136(d) of the Commission’s rules.3 Amtech
has been steadily reducing the number of non-compliant METs operating pursuant to call sign
E990316. Indeed, Amtech is simultaneously filing a modification application that would reduce
its operation of non-compliant METs to 2,500. Grant of this application would facilitate
Amtech’s reduction of non-compliant METs. It would also accommodate continued business
growth, which primarily services public safety users.

        Moreover, grant of this modification application will not cause an increased risk of
harmful interference. As noted above, the additional METs to be operated pursuant to this
license will comply with the real-time preemption requirements of Footnote US315 to Section
2.106 and Section 25.136(d) of the Commission’s rules. Amtech will also operate the additional
METs in conformance with the technical parameters of its current license, which are
incorporated herein by reference.4 Adding 30,000 METs to call sign E030120 thus serves the
public interest.
