Dear Ms. Medley:

Americom Government Services, Inc.("AGS") hereby supplements the above—referenced
application to modify its E080190 earth station license. Specifically, AGS clarifies that it is
seeking an extension until 5/16/2010 of the date for completion ofconstruction and
commencement of operation ofthat earth station due to circumstances beyondits control.

The E080190 license was granted on 10/06/2008, which meant a construction deadline of
10/06/2009.‘ Initial delays in lease negotiations with the landlord ofthe premises on which the
facility was to be built resulted in AGS not signing a new lease agreementuntil thefirst week of
July 2009. Construction of the new AGS office space in the 5th floor of 2010 Corporate Ridge
began following execution ofthe lease and was completed on 9/1/2009. AGS moved from the
6"" floor and occupied its new offices on the 5‘" floor during the week of 9/5/2009. Atthat time,
everything was going forward according to plan, and AGS was confident it could complete the
installation ofthe antenna described in E080190 prior to 10/6/2010.

Unfortunately, on 9/9/2010, a major fire erupted on the roof ofthe building on which the
licensed antenna was to be built. Thefire fighters cut a large opening on the roof to prevent it
from spreading all across and beyond the 10" floor. The large quantity of water which was used
to put out the fire caused extensive damage to several of the floors beneath, including parts ofthe
newly constructed AGS offices. One—half of the building‘s commercial electrical power was
shut down and a generator was placed online for several days to make—up for this shortage.
Temporary electrical cables were run starting from the ground floor up and extending all the way
to the roof, AGS staff was not allowed back into the building until 9/13/2009, immediately after
the inspectors approved the numerous building repairs that were done.

Following this major incident, the management ofthe building, as dictated by Fairfax County
regulations, requested that AGS obtain a building permit for the new antenna. AGS applied for a
permit from Fairfax County on 10/21/2009, and the permit was granted to AGS during the week
of 12/21/2009. Shortly thereafter, AGS resumed the installation ofthe antenna but has
encountered substantial delays due to the inclement weather conditionsthat this area has been
undergoing since late December.

At this point, the only remaining step to make the E080190 antenna fully operationalis the
installation ofit‘s transmit amplifier. AGS is confidentit can accomplish this task and put this
Earth Station on line by no later than 5/16/2010.
