SES-MOD-20070523-00712 Dear Ms. Dortch: On October 15,2007, Jennifer Manner, Vice President, Regulatory Affairs of Mobile Satellite Ventures Subsidiary LLC (“MSV”), Michael Meece of the Meece Group LLC, and Bruce Jacobs of Pillsbury Winthrop Shaw Pittman, LLP, on behalf of MSV, met with Aaron Goldberger, legal advisor for Chairman Martin. In the meeting, MSV provided information regarding its next-generation Mobile Satellite Service system. Messrs. Meece and Jacobs also urged expeditious grant of the above-referenced applications, for the reasons stated in those filings. Ms. Manner, who is recused from participating in those application proceedings, was not involved at all in that discussion. Please contact the undersigned with any questions regarding this matter.
