RE: Construction Completion Notification - Wright Patterson AFB, Dayton, OH
Call Sign E8454, File No. SES-MOD-20070510-00586.

Dear Ms. Dortch:

Pursuant to Section 25.133 of the Commission's rules, 47 C.F.R. Sect. 25.133, this is
to advise that the above-referenced earth station is operational in accordance with the
modification authorization granted on June 18, 2007. The earth station antenna has been
tested and is within 2 dB of the pattern specified in Section 25.209 of the Commission's
rules, 47 C.F.R. Sect. 25.209.

As stated in Attachment 1 to the Form 3 12 modification application filed on May 9,
2007, the station apparently has been operated with a KU-Band antenna since 1993. The
station will remain operational during the license period unless we submit for cancellation.

Please direct any questions to the undersigned.

                      Sincerely,
                    r- TAbb
                     James J. R. Talbot
