         Re: Application of Geologic Solutions SES—MOD—20060124—00090, Call Sign E900081

         1 thank you for the opportunity oreviewing this application. We pleased to note that
         Geologic has been making progress in reducing the average time needed to preempt ts
         half—duplex terminals and that new terminals introduced in the system will be full—duplex.
         NTIA ean support the grant ofthe Geologic Solutions application modification to extend
         the authorization until July 2010 but not beyond the MSV—1 satellite end—oflife ifit
         occurs before July 2010. The following conditions for halfduplex terminals would
         continue to apply:
         —The spectrum used by the METs is limited to 2.0 MHz from the spectrum MSV has
         coordinated for it satellite and that no additional spectrum will be requested or used
         —No more than the already authorized number (50,100) half:duplex METs will be used
         —The authorization expires atthe end ofthe useful life ofthe AMSC—1 and MSAT—1
         satelltes
         —The METs will be capable ofpreemption for maritimesafety systems within no more
         than 10.24 seconds.
