To whom it may concern:

This letter certifies that New Skies Satellites ("New Skies") is aware that Telenor Satellite
Services, Inc. ("Telenor"), a customer of New Skies Satellites is seeking FCC
authorization to operate on the NSS—7 satellite at 22 degrees W.L. The closest adjacent
satellites to NSS—7 are 1$—603 (20 degrees W.L.), 1S—901 (18 degrees W.L.), 1S—905
(24.5 degrees W.L) and 1S—907 (27.5 degrees W.L.) New Skies understands. that
Telenor Satellite Services, Inc. will be deploying 0.96 m (Type 960 Andrew), 0.90 m
(Visiosat) and 0.75 m (Visiosat) diameter transmit earth stations in the United States for
their service. Telenor has informed us that the maximum power density into these
antennas will not exceed —50.0 dBW/Hz. While the side lobe antenna performance of
these earth stations do not comply with the requirement specified in Section 25.209 of
the Commission‘s rules, New Skies has completed coordination with INTELSAT for
levels of potential interference that are higher than the emission levels that will be
radiated by the proposed earth stations, therefore we do not anticipate harmful
interference to be caused to the INTELSAT satellites.

Respectfully,
New Skies Satellites B.V.
