Dear Ms. Dortch:

Loral SpaceCom Corporation (Debtor-in -Possession) “Loral”, respectfully requests
Special Temporary Authority (STA), pursuant to Section 25.120 of the Commission's
Rules, to operate an earth station located in Kapolei, Hawaii, for a period of 180 days
beginning May 6, 2004.

Loral filed a permanent application to operate the Kapolei earth station (E980250) on
January 13, 2004. Loral seeks this STA to do testing and to ensure that the earth station is
operating properly so that it can provide IOT and TT&C services for the TELSTAR 18
Satellite, scheduled for launch on June 26, 2004.


In the extremely unlikely event that harmful interference into any lawfully operating
communications station should occur, all reasonable steps would be taken to eliminate
the interference.

Attached are technical operating parameters, a check for $150 in payment of the
Commission's filing fee, and the applicant's certification of compliance with the Anti-drug
Abuse act of 1988.
