(formerly Global Communications Solutions, Inc.) submits this letter in these proceedings in which L-3 Global Communications Solutions, Inc. raised concerns regarding the terms of the ATC license issued to MSV. We understand that Mobile Satellite Ventures W,Mobile Satellite Ventures (Canada) Inc., and Inmarsat Global Limited recently entered into a long-term coordination agreement regarding the operation of Inmarsat’s and MSV’s satellite communications systems in North America, and that, pursuant to that agreement, and subject to it being accepted by the relevant Administrations (United States, Canada, and the United Kingdom), Inmarsat has withdrawn its Application for Review and other filings in these proceedings. For these reasons, and subject to that same condition, L-3 Global Communications Solutions, Inc. withdraws its filing dated December 16,2004 in these proceedings.
