(Arch) to modify earth station E970382 was forwarded to me for investigation. (Based on the IBFS database, I believe the file number of the application is SES-MOD-20030722-01132). I passed your question along to Arch, and they have determined that their application was incorrect in that it simultaneously attempted to modify the uplink (call sign E970382) and relocate the control point for the remote locations (call sign E980420) for the affected facilities. Arch intends to rectify the situation by (1) amending the pending application to make it deal exclusively with the modification of station E970382 and (2) to file a second application to address the relocation of the control point. In this regard, could you please clarify for me the following: 1. Would Arch also use a Form 312 to provide the notification of the control point relocation? 2. Since the pending application was filed in a paper format, should the amendment likewise be filed on paper, or is there a way Arch can submit its amendment electronically? 3. Finally, should the new application (the one regarding the relocation of the control point) be filed in the same format (e.g., paper or electronically) as the amendment to the pending application, or does it not matter?
