Dear Mr. Galbreath: An examination of the above-referenced application reveals that additional information is necessary before processing may continue. We request that Stratos Offshore Service Company provide the following information: 1. Please submit a radiation Hazard study for the 6.1-meter antenna according to the guidelines set forth in OET Bulletin 65, edition 97-01 (FCC's World Wide Web address: www.fcc.gov/oet/rfsafety). 2. Please provide the name and phone number of the 24-hour point of contact. 3. Please submit a certification signed by Stratos Offshore Service Company, stating the following: Operations between Stratos Offshore Service Company’s proposed 6.1-meter earth station in Scott, LA and the PANAMSAT 1R @ 45 WL, PAS 8B @ 43 WL, and GE-3 @ 87 WL in the 13.75-14 GHz band are in accordance with Section 25. 204(f) and footnote US357 to Section 2.106 of the Commission’s Rules. In particular, the E.I.R.P. density of emission from the proposed 6.1-meter earth station operating with the PANAMSAT 1R, PAS 8B, and GE-3 satellites does not exceed 71 dBW in any 6 MHz from 13.77 to 13.78 GHz. 4. Please submit an analysis to demonstrate the operation of the proposed 6.1-meter is in compliance with FCC Report & Order 96-377. Please feel free to contact me on any questions you may have at (202) 418-0742. The requested information must be submitted as an amendment to this application with applicant's signature.
