Dear Ms. Dortch:

       On November 20, 2002, MCYWorldCom, Inc. (“MCI”) requested Commission authority
to add an additional point of communication to its earth station license in Andover, Maine (Call
Sign, E000700). MCI sought authority for the addition of the Express-3A satellite as a
permanent point of communication for the provision of two-way voice and data Fixed Satellite
Service (“FSS”) between the United States and Russia, Azerbaijan and Cuba.

         In support of its application, MCI, through its counsel, herein provides a copy of a letter
from the Russian Satellite Communications Company (“RSCC”), which explains the end-of-life
disposal plan for the Express-3A satellite. The RSCC provided the letter to MCI’s legal counsel
for the express purpose of disclosing it to the Federal Communications Commission in support of
MCI’s above referenced earth station application. MCI is also providing as an attachment to this
letter an English translation of the RSCC letter, which was prepared by MCI’s legal counsel.

Dear Mr. Trifonov:

I am writing to inform you that KA’ “Express-3A” is in geostationary orbit at 11” West
longitude and holds this position with an accuracy of +0.05” for both longitude and latitude. This
position is maintained through the use of an on-board engine unit, which includes the main and
reserve engines that guarantee its reliable operation.

After the operating life has come to an end, per obligatory procedures, the Satellite will be
removed from its position in a controlled manner by elevating its orbit to a height of no less than
150 km above the geostationary orbit.
