      Dear Ms. Dortch:                                                                       International Bureau

             Mobile Satellite Ventures Subsidiary LLC ("MSV*"), the licensee of the above—referenced
      fixed and mobile earth station authorizations to communicate with MSAT—1,‘ hereby notifies the
      Commission that MSAT—1 commenced operation in inclined orbit on July 1, 2007. See 47
      C.FR. § 25.280. Attached hereto is a letter from Mobile Satellite Ventures (Canada) Inc., the
      operator of MSAT—1, providing the information required in Section 25.280 of the Commission‘s
      rules.

              Re: Inclined Orbit Operation of MSAT—1

Dear Ms. Manner:

              On behalf of Mobile Satellite Ventures (Canada) Inc. ("MSV Canada"), provided below
is the information required by Section 25.280(a) of the Commission‘s rules and an
acknowledgement of our understanding of the requirements of Section 25.280(b) of the
Commission‘s rules.

              Information required under Section 25.280(a) of the Commission‘s Rules:

              (1)    The operator‘s name:

                     Mobile Satellite Ventures (Canada) Inc.

              (2)    The date of commencement of inclined orbit operation:

                     July 1, 2007

              (3)    The initial inclination:

                     Approximately 0.05°

              (4)    The rate of change in inclination per year:

                     Approximately 0.9° per year

              (5)    The expected end—of—life of the satellite accounting for inclined orbit operation:

                     Beyond January 1, 2015

              Requirements specified in Section 25.280(b) of the Commission‘s rules:

              (1)    MSV Canada will periodically correct the satellite attitude to achieve a stationary
                     spacecraft antenna pattern on the surface of the Earth and centered on the
                     satellite‘s designated service area.

(2)    MSV Canada will control all interference to adjacent satellites, as a result of
       operating in an inclined orbit, to levels not to exceed that which would be caused
       by the satellite network operating without an inclined orbit.

(3)    MSV Canada will not claim protection in excess of the protection that would be
       received by the satellite network operating without an inclined orbit.

(4)    MSV Canada will continue to maintain its satellite at its authorized longitude
       orbital location in the GSO satellite arc with the appropriate east—west station—
       keeping tolerance.
