  Dear Ms. Salas:

          On behalf of Cosmos Broadcasting Corporation ("Cosmos"), we hereby request an
  extension of the special temporary authority ("STA") to operate transmit/receive earth station
  E890217 with modified facilities pending grant of the modification of license application (File
  No. SES—MOD—20011106—02082). The Commussion granted the STA on December 6, 2001, for
  a period expiring February 6, 2002. As of the date hereof, however, the modification of license
  application remains pending before the Commission. Thus, out of an abundance of caution, we
  hereby request an extension of the STA for an additional period of sixty (60) days.

         Additionally, we hereby amend the STA request to specify a lower total EIRP than
  reported in the original STA request. Although the original STA request inadvertently specified
  a total EIRP of 65.3 dBW, the total EIRP of the modified facilities, in fact, is 64.3 dBW. We
  hereby request the amendment of the STA to specify this lower EIRP.

         This request is accompanied by an Anti—Drug Abuse Act certification. Please call me if
  you have any questions regarding this matter.

                                    TECHNICAL STATEMENT
                       RADIOFREQUENCY ELECTROMAGNETIC FIELD EXPOSURE
                                WLOX—TV BILOXI, MISSISSIPPI
                                    DSNG SATELLITE TRUCK




                       This technical statement is prepared on behalf of
             television station WLOX—TV on Channel 13 at Biloxi,
             Mississippi.       WLOX—TV wishes to employ a DSNG truck for
             mobile newsgathering operation.          This truck is equipped
             with a top—mounted satellite antenna.          The purpose of this
             technical statement is to address the radiofrequency
             electromagnetic field exposure caused by the use of this
             satellite equipment.


                          wWLOX—TV proposes the use of a DSNG truck
             outfitted by Television Engineering Corporation (TEC).                  The
              satellite system located on the truck will operate in the
             Ku frequency band, 10.95—12.75 GHz receive and 14.0—14.5
             GHz transmit.       The maximum transmitter output power is 21
             @BW    (or 125 watts).      The satellite antenna will be an Avl
              1200.    The antenna aperture has a circular cross section
             formed with a diameter of 47 inches          (1.2 meters).     The gain
             of the antenna is 43.5 dBi in tranamit mode and 42.0 dBi in
             receive mode (midband).          The minimum height above ground
              level is 9 feet—6 inches        (113.75 inches)   from the dish edge
             and 11 feet—7 inches        (138.5 inches)   from the center of the
             main beam.      The minimum heights occur when the dish is
             deployed .

                             Employing the formulas provided in OBT Bullecin
             65 and the above equipment parameters,           the maximum near—
             field on—axis (main beam) power density was calculated.‘
             Using a typical maximum aperture efficiency of 0.75, the
             maximum on—axis near—field power dengsity is 332 watts per
             square meter or 33.2 milliwatts per square centimeter
              (mwW@/cm*) .

                             According to OET Bulletin 65,     "For off—axis
             calcularions in the near—field,           if the point of interest is
             at least one antenna diameter removed from the center of
             the main beam, the power density would be at least a factor
             of 100 (20 dB) less than the value calculated for the
             equivalent distance in the main beam."            Therefore,     for an
             on—axis near—field power density of 33.2 mW/com* (as
             calculated above), the maximum off—axis power density would
             not exceed 0.332 mW/cm.             From the Commission‘s RF exposure
             qguidelines, the maximum permissible exposure value in the
             Ku Satellite frequency band for an uncontrolled environment
             is 1.0 mW/cm‘.       Therefore, the use of the WLOX—TV DSNG
             satellite truck will not produce radiofrequency exposure in
             excess of the Commission‘s quideline value to individuals
             located more than 47 inches (1.2 meters) from the center of
             the main (on—axis) beam.


                       As noted above, the minimum height of the
             deployed roof—top satellite dish main beam is 9 feet—6
             inches     (113.75 inches)       above ground level.   This distance
             is greater than the minimum 47—inch exposure distance
             calculated above.        Therefore,     the general population at

           ground level will not be subject to excessive
           radiofrequency exposure.  Furthermore, the on—axis beam of
           the satellite dish will not be directed toward individuals
           when deployed. The DSNG truck rooftop will also be off—
           limits when the satellite system is in operation. Two
           radiofrequency warning signs are posted at the rear of the
           roof platform, near the ladder.         Two yellow strobe lights,
           mounted above the warning signs, are also illuminated
           during satellite operation.

                        Baged on the above, the proposed satellite
           operation on the WLOX—TV DSNG truck will not cause
           radiofrequency exposure at ground level to the general
           public beyond the Commissgion‘s quideline limit.              iIn
           addition to compliance with OET Bulletin 65 radiofrequency
           exposure standards,       the facility will insure compliance
           with ANSI exposure standards to the general public by
           posting radiofrequency radiation hazard symbols, and
           placing warning cones outside the perimeter of the truck.
           During operation,      the facility will be off—limits to the
           general public.       When maintenance is being performed on the
           truck,   the transmitter will be turned off.
