Washington, DC 20554 Re: Extension Request of New Skies Ne File No. SES-MOD-20011026-01952. Dear Mr. Tycz: Thank you for providing us with a copy of the submission of ING. Fernando Carrillo Valderrabano of Mexico’s Federal Telecommunications Commission in the above referenced matter. Although your letter was dated December 13, 2001, we received it only this week, apparently due to holiday mail and work schedules. Also, thank you for providing us yesterday with the letter from ING. Leone1 Lopez Celaya of Mexico’s Ministry of Communications and Transportation, dated December 10.2001. These filings by the Mexican government have injected significant new issues and factual allegations into this proceeding that demand a response from the applicant, New Skies Networks, Inc. Since New Skies was not served when the letters were originally submitted and only this week became aware of them, however, it has not had an opportunity to file such a response in the ordinary timeframes prescribed for earth station application proceedings. In order to prepare a proper and thorough filing, New Skies hereby requests that it be granted an extension of 14 days from today - until January 18, 2002 - to respond to the Mexican filings.
