                    Re:     Status of Pending STA Requests of AMSC

     Dear Mr. Repasi:

              AMSC Subsidiary Corp. ("AMSC"), through its attorneys, hereby responds to your
     letters dated March 3, 2000 regarding the status of various AMSC requests for Special
     Temporary Authority ("STA") that remain pending at the International Bureau (the "Bureau").
     Specifically, you inquired about the STA requests corresponding to the following file numbers:

                                  SES—STA—19990312—00370
                                  SES—STA—19990216—00248
                                  SES—STA—19990730—01310
                                  SES—STA—19990910—01 564
                                  SES—STA—19990324—00461
                                  SES—STA—19990910—01563
                                  SES—STA—19990324—00460
                                  SES—STA—19991103—01967
                                  SES—STA—19990430—00993

            In response to your inquiry, AMSC requires the grant of the following eight of these
     pending STA requests: SES—STA—19990216—00248; SES—STA—19990730—01310; SES—STA—
     19990910—01564; SES—STA—19990324—00461; SES—STA—19990910—01563; SES—STA—
     19990324—00460; SES—STA—19991103—01967; and SES—STA—19990430—00993. AMSC urges
     the Bureau to expeditiously grant these requests.

       In contrast, the following three of these STA requests are no longer needed and are
hereby withdrawn: SES—STA—19990312—00371; SES—STA—19990312—00368; and SES—STA—
19990312—00370.

       In addition, AMSC clarifies that all of the STA requests referenced in Mr. Repasti‘s letters
are requests for extension of STAs previously granted by the Bureau. These original STA grants
currently remain effective in accordance with Section 25.161(b) of the Commission‘s rules.
Related to this point, AMSC notes that three separate pairs of the above—listed STA requests
include filings that seek extension of the same operational authority (SES—STA—19990910—
01564/SES—STA—19990324—00461; SES—STA—19990910—01563/SES—STA—19990324—00460; and
SES—STA—19991103—01967/SES—STA—19990430—00993); the later—filed extension request in
each pair was submitted in light of the 180—day duration of STA grants under Section 25.120 of
the Commission‘s rules. 47 C.F.R. § 25.120.
