Dear Ms. Dortch:

EchoStar Satellite Operating Corporation and EchoStar Operating L.L.C. (collectively,
“EchoStar”) submit this supplemental letter to clarify that the above-referenced license
modification applications (“Applications”) seek authorization both to drift the EchoStar
12 satellite to 86.4° W.L. and to operate the satellite at 86.4° W.L. on a regular basis, in
addition to adding the satellite at 86.4° W.L as a point of communications for telemetry,
tracking, and control (“TT&C”) operations with existing earth stations in Blackhawk, SD,
and Quicksburg, VA. EchoStar further clarifies that TT&C communications required to
drift EchoStar 12 to 86.4° W.L. and operate the satellite at 86.4° W.L. on a regular basis
will be conducted on the same frequencies specified in the Technical Annex filed with
the Applications. 1
