Dear Ms. Dortch:

Panasonic Avionics Corporation (“Panasonic”), in connection with the above-referenced earth
station aboard aircraft (“ESAA”) license and pursuant to Section 25.118(a)(4) of the Commission’s
rules, submits this notification and request for license modification to remove a downlink
frequency associated with ESAA communications with the IS-29E satellite.

In the license, Panasonic’s ESAA terminals are authorized to receive downlink transmissions from
the IS-29E satellite in the 12.2-12.5 GHz band based on a request that was erroneously included
in the underlying application. Panasonic clarifies that its ESAA terminals have not and will not
receive downlink transmissions from IS-29E in the 12.2-12.5 GHz band.

Panasonic acknowledges that the inclusion of the 12.2-12.5 GHz downlink band was in error and
hereby requests removal of this downlink band from its ESAA blanket license. This submission
is being made in letter form, rather than FCC Form 312 as contemplated by Section 25.118(a),
given the unique circumstances of this request for removal of frequencies from the license.
