EXHIBIT 1 – APPLICATION NARRATIVE

                          Application to Modify License to
                     Add Point of Communication Authority for
                    Antennas Authorized per the WA28 License to
                 Communicate with the Inmarsat -3 F5 Satellite at 54º W.L

        By this application Airbus DS Satcom Government, Inc. (ASGI) respectfully
requests to add the Inmarsat-3 F5 satellite (“I3F5”) at the 54º W.L. orbital location as a
point of communication for the C-Band and L-Band earth stations which are authorized
per ASGI’s Southbury, CT call sign WA28 license. No change of any kind is being
requested to any of the Particulars of Operations or any other authorizations or
parameters which are set forth for these antennas in the WA28 license. The addition of
I3F5 satellite Point of Communication Authority for the antennas and the I3F4 location
change as set forth in the pertinent sections of the Schedule B are the only modifications
requested.

        Inmarsat has been operating the I3F4 satellite at 54º W.L. Inmarsat has now
relocated its I3F5 satellite to this orbital location for the purpose of replacing the I3F4. It
has scheduled transfer of traffic to/from earth stations communicating with I3F4 to I3F5
to begin on February 24, 2016.

       The antennas authorized per the WA28 license are currently authorized to
communicate with the I3F4 satellite at 54º W.L. (see IBFS File Nos.SES-MOD-19990108-
00020 and SES-LIC-20010426-00832). ASGI desires to continue operations through
I3F5 when Inmarsat transfers the traffic and so is requesting the I3F5 Point of
Communications authority for that purpose. As previously noted, ASGI will use the
same Particulars of Operations and other authorizations and parameters for
communication with I3F5 as authorized for I3F4 per IBFS File Nos.SES-MOD-19990108-
00020 and. SES-LIC-20010426-00832. ASGI hereby incorporates by reference the
Coordination Studies, Radiation Hazard Report and other exhibits and technical information
submitted for those files to support this present application.

       Inmarsat has filed an application to amend the ISAT List to replace I3F4 with
I3F5 (see IBFS File No. SAT-PPL-20160111-00001). ASGI hereby incorporates by
reference the technical information provided in Inmarsat’s application for the response to Main
Form 312 question 42a.
