                       Frequency Coordination Explanation

       It is noted that the Commission’s Rules for Earth Stations on Board Vessels
(ESV) do not require frequency coordination for Ku-band ESVs except for
operations in the specific frequencies which are the subject of 25.222(c) &(d). As
explained in the response for 25.222(c) in Exhibit 1 the coordination required by
that regulation has been completed with NASA and the coordination filed with the
Commission for completion of the coordination process. As explained in the
response for 25.222(c) in Exhibit 1 ASTRIUM does not operate any ESVs in the
frequency band (14.47 – 14.5 GHz) covered by that regulation.

      It is also noted that as explained in the response for 25.221(a)(11) in Exhibit
1, numerous C-band ESV interference studies and frequency coordinations have
been completed for ASTRIUM by Comsearch and Skjei Telecom. Notifications
Concerning Completion of those Coordinations have been filed with the
Commission (under the WB36 and KA249 licenses) as specified in the
Commission’s Public Notice DA 05-1671, Released: June 15, 2005 and the
Notifications have been placed on Public Notice. Other coordinations may be
completed as-needed and if so, Notifications for same will be filed with the
Commission for Public Notice as they are completed.

      Therefore, no Frequency Coordinations are being submitted with this
Application and no data is being entered in the Frequency Coordination section
(E51 through E60) of the Form 312 – Schedule B.
