    REGARDING APPLICATION TO MODIFY EARTH STATION AUTHORIZATION


       Telesat Network Services, Inc. (“Telesat”) is filing the instant application to
modify its existing authorization for a Ku-band transmit/receive earth station under
Call Sign E060351, at Mt. Jackson, VA, for the following purposes:

                 (1) to add MSAT-1 1 and MSAT-2 satellites as points of communication;

               (2) to revise the currently identified points of communication to reflect
        Estrela do Sul 2 2 as the replacement satellite of Estrela do Sul 1; and

               (3) to add the 700KF9D carrier on its antenna at 14000.5-14449.5 MHz in
        order to support TT&C operations for the MSAT-1 and MSAT-2 satellites.


       Telesat’s Mt. Jackson teleport is in a National Radio Quiet Zone. Accordingly,
and in accordance with the requirements of Section 1.924 of the Commission’s rules,
Telesat has notified the National Radio Astronomy Observatory (NRAO) of the
technical details of the operations proposed herein.




1 MSAT-1 is a foreign satellite authorized by Industry Canada. Telesat does not contemplate herein to
communicate with MSAT-1 except to provide TT&C services and to perform satellite ranging.
Furthermore, the information normally required under 47 C.F.R. § 25.137 and in response to Question 42
for foreign-licensed satellites has already been provided to and approved by the Commission in prior
applications, and Telesat hereby incorporates that information by reference. See, e.g., Applications of

2 Estrela do Sul 2 is a foreign satellite authorized by the Brazilian administration. The satellite is

authorized to communicate with U.S. earth station facilities on the basis of the grant of a Petition for
Declaratory Ruling to be Added to the Permitted List. See SAT-PPL-20110112-00012 (granted Apr. 4,
2011).
