                                    Foreign-Licensed Satellites


       EchoStar Broadcasting Corporation (“EchoStar”) is seeking authority to operate its Direct

Broadcast Satellite (“DBS”) transmit/receive earth station with a foreign-licensed DBS satellite.

The provision of services from that satellite, EchoStar 8 (Mexico), has previously been

authorized by the Commission for operation in this orbital cluster.

       EchoStar 8 at 76.85° W.L. EchoStar seeks to operate EchoStar 8, a Mexican-licensed

satellite, at a slight offset of its current location at 77° W.L. EchoStar 8 will continue to operate

in the same orbital cluster. Please see File Nos. SES-MFS-20080724-009771 and SAT-STA-

20080616-00121 for the information specified in 47 C.F.R. § 25.137 for EchoStar 8 at 77° W.L.

The Commission has previously granted blanket earth station and DBS feeder link authorizations

for the provision of DBS service into the United States from the Mexican-licensed EchoStar 8

satellite at 77° W.L.2
