                        Narrative Exhibit and Response to Question 42


       Outerlink Corporation (“Outerlink”), a provider of satellite-based mobile asset
management solutions, is authorized to operate a network of mobile earth terminals (“METs”) in
the 1530-1559 MHz and 1638-1642 MHz bands and to communicate with the MSAT-2 (a.k.a.
AMSC-1 or AMC-1) satellite at 101° W.L.1

Satellite Points of Communication

        The operator of the MSAT-2 satellite, SkyTerra Subsidiary LLC, is planning to relocate
the MSAT-2 to 103.3° W.L. to make room at 101.3° W.L. for a replacement satellite, SkyTerra
1.2 In the instant application, Outerlink seeks to modify its license to add authority to operate its
MET network with MSAT-2 at 103.3° W.L., SkyTerra 1 at 101.3° W.L. and MSAT-1 at 106.5°
W.L. The authority to operate with MSAT-1 will allow Outerlink to utilize that satellite during
the drift of MSAT-2 from 101.3° W.L. to 103.3° W.L. and as a backup.

         MSAT-1 is a Canadian-licensed satellite and is not on the Commission’s Permitted Space
Station List. The information normally required under Section 25.137, 47 C.F.R. § 25.137, and
in response to Question 42 for foreign-licensed satellites, however, has already been provided to,
and approved by, the Commission in prior applications regarding the provision of mobile
satellite service from MSAT-1. To the extent necessary, Outerlink incorporates that information
by reference.3

Remote Control Hub Location

       Outerlink has been informed that the remote control hub in Reston, Virginia listed on
Outerlink’s license is going to be closed in the near future. Outerlink requests modification of its
remote control hub location to:
