On September 10, 2010, Intelsat North America LLC (Intelsat North America) filed the above-
captioned modification application to add ALSAT-designated satellites as points of
communication and to add new emission designators to carriers to the license for emih station
KA268 that will operate in the conventional C-band frequencies 1• For reason discussed below,
we dismiss the application as defective, without prejudice to refiling. 2

Section 25.112 ofthe Conunission's rules, 47 C.F.R. § 25.112, requires the Conunission to return,
as unacceptable for filing, any earth station application that is not substantially complete, that
contains internal inconsistencies, or that does not substantially comply with the Commission's
rules.

Intelsat North America did not submit the Frequency Coordination and Interference Analysis
Report for new emission designators 256KG7W, 36MOG7W, and 72MOG7W as required by
Section 25.203(c) of the Commission's rules, 47 C.F.R. §25.203(c). Therefore, the application is
incomplete and subject to dismissal.

Accordingly, pursuant to Section 25.112(a)(1) ofthe Commission's rules, 47 C.F.R.
§25.112(a)(1), and Section 0.261 of the Commission's rules on delegations of authority, 47
C.F.R. §0.261, we dismiss Intelsat NOlih America's application without prejudice to refiling.

     If Intelsat North America refiles an application in which the deficiency identified in this letter has been
corrected but is otherwise identical to the one dismissed, it need not pay an application fee. See 47 C.F.R.§
1.1 111 (d).
