                                        Exhibit A

Answer to Question 43 of Form 312

Intelsat North America LLC (“Intelsat”) requests modification of its license, call sign
KA270, to add new points of communication for operations with the following satellites:

1) JCSAT-2A satellite located at the 154.0° E.L., and 2) all satellites authorized to serve
the United States (ALSAT). These new points of communications are requested for
operations in the 5925.0-6425.0 MHz and 3700.0-4200.0 MHz conventional C-band
frequencies.

Earth station KA270 currently authorizes communication in the frequencies 5850.0-
6425.0 MHz and 3625.0-4200.0 MHz with New Skies Satellite, N.V. 513 @ 183.0 E.L.,
as well as U.S.-licensed Intelsat satellites at 174.0 E.L., 180.0 E.L. and 176.0 E.L. The
present modification seeks to add the JCSAT-2A satellite, a Japanese-licensed satellite,
and all satellites authorized to service the United States, as new points of
communications.

The relevant modification sought is shown in Exhibit B of this application. Exhibit D
addresses the U.S. market access of the JCSAT-2A Japanese-licensed satellite.

The emission designators and coordination information in the current license adequately
cover operations with the new points of communications sought in this license
modification application. All other parameters of the current license remain unchanged.
This application does not entail any material change to the existing “transmit and
receive” parameters of earth station KA270. Only new points of communication are
being added. As such, Intelsat does not include a Schedule B covering parameters
already in the license. To the extent necessary, the Schedule B information and any other
relevant exhibits previously provided are incorporated by reference.
