Dear Ms. Dortch:

       On October 19, 2010, L. Barbee Ponder IV (General Counsel and Vice President of
Regulatory Affairs) of Globalstar, Inc. (“Globalstar”) had a teleconference with Karl Kensinger,
Robert Nelson, Rod Porter, and Cassandra Thomas of the International Bureau. They discussed
the successful launch of the first set of satellites for Globalstar’s second generation constellation
on October 19, 2010, reinstatement of Globalstar’s MET license application, and potential
amendments to Globalstar’s December 21, 2009 application for authority for its earth stations to
communicate with its second-generation constellation.
