Dear Ms. Dortch:

        On September 28, 2010, Anthony J. Navarra (President, Global Operations), L. Barbee
Ponder IV (General Counsel and Vice President of Regulatory Affairs), Paul Monte (Vice
President, Engineering and Product Development) of Globalstar, Inc. (“Globalstar”), and Elvis
Stumbergs and the undersigned, of Wilmer, Cutler, Pickering, Hale and Dorr LLP, had a
teleconference with Karl Kensinger, Robert Nelson, Rod Porter, and Cassandra Thomas of the
International Bureau. We discussed progress toward finalizing Globalstar’s French authority to
operate its second-generation satellite constellation, the status of the STA request filed on
September 27, 2010, and potential amendments to Globalstar’s December 21, 2009 application
for authority for its earth stations to communicate with its second-generation constellation.

        On September 29, 2010, L. Barbee Ponder IV, Elvis Stumbergs and the undersigned, had
a teleconference with Gardner Foster, Karl Kensinger, Robert Nelson, Rod Porter, and Cassandra
Thomas. We discussed progress toward finalizing Globalstar’s French authority to operate its
second-generation satellite constellation, the status of the STA filed on July 13, 2007, potential
amendments to Globalstar’s December 21, 2009 application for authority for its earth stations to
communicate with its second-generation constellation, and the status of the STA requests filed
on September 22, 23, and 27, 2010.
