Dear Mr. Jazzo:

          On May 6, 2008, American Samoa License, Inc. filed the above-captioned application to
modify its fixed earth station license to add a new antenna to communicate with the JCSAT-2
satellite at 154o E.L. in the conventional C-band.1 We request that American Samoa License, Inc.
provide, by amendment, additional information to allow the Commission to continue to process
the application.2

         Sections 25.114(c) and (d) of the Commission’s rules, 47 C.F.R. §§ 25.114(c) and (d),
require all space station applicants to submit all applicable items of information listed in its
subsections. Section 25.137(b) of the Commission’s rules, 47 C.F.R. § 25.137(b), states that
applications for earth station licenses seeking to access a non-U.S.-licensed satellite, such as the
JCSAT-2 satellite, must include all information required in Section 25.114 for the foreign space
station unless the foreign satellite has been previously authorized to serve the United States.3 In
the text box in item 43 of Form 312, American Samoa License, Inc. indicates that the
Commission previously authorized an earth station to communicate with the satellite.4 Thus,
American Samoa License, Inc. did not submit any Section 25.114 information for JCSAT-2.

        Our review of the records indicates that the Commission authorized JCSAT-2 to serve the
United States before Section 25.137(b)’s current filing requirements became effective. Our
review further indicates that we do not have several items necessary to permit a complete review
of JCSAT-2’s compatibility with other satellite networks providing service in the United States.

First, the interference analysis required by Section 25.140(b)(2) of the Commission‘s rules is not
on file. Second, the cross—polarization isolation information required by Section 25.210 of the
Commission‘s rules is not on file. Third, a description of the types of services to be provided
including transmission characteristics and link performance analysis required by Section
25.114(d)(4) is also not on file. Last, some information on file references the satellite as JCSAT—
2A, while other information references the satellite as JCSAT—2. Please clarify the correct
identification of this satellite.

        American Samoa License, Inc. must submit the requested information within thirty
calendar days from the date of this letter. Pursuant to Section 25.111(a) of the Commission‘s
rules, we request that this information be filed using Schedule S. Failure to submit the requested
information will result in dismissal of the application pursuant to Section 25.112(c) of the
Commission‘s rules.
