I am a Settlement Manager of Concert International Network Services Limited. My business address is 412 Mt. Kemble Avenue, Morristown, New Jersey, 07960. I am authorized to negotiate accounting rates on behalf of Concert International Network Services Limited and Concert Alascom, Inc. 2. I am responsible for the accounting rate negotiations with Vietnam Telecom International (VTI), the correspondent of Concert International Network Services Limited (Concert) and Concert Alascom, Inc. in Vietnam that resulted in the accounting rate agreement described in the attached Modification filed with the Commussion herewith. I am executing this Affidavit based on my knowledge of the negotiations with VTI and the representations of the country managers of Concert and Concert Alascom, Inc. for Vietnam who participated in the accounting rate negotiations with VTIL. 3. Concert and Concert Alascom, Inc. have not bargained for, and have no knowledge of, exclusive availability of the new accounting rate with VTIL. 4. Concert and Concert Alascom, Inc. have not bargained for more than their proportionate share of return traffic. As a result of these negotiations, Concert and the Concert Alascom, Inc. have no indication that they will receive more than their proportionate share of return traffic. 5. Concert and Concert Alascom, Inc. certify that they have made it clear to VTI that FCC policy requires that competing U.S. carriers have access to the accounting rate negotiated with VTI on a non—discriminatory basis.
