Dear Ms. Griffin:

On May 30, 2007, Comtech Mobile Datacom Corporation (CMDC) filed the above—captioned application
seeking authority to modify its blanket license for L—band terminals operating in the Mobile Satellite
Service (MSS). The blanket license authorizes CMDC to communicate with the Canadian MSAT—1
satellite in certain portions of the L—Band. In its modification application, CMDC seeks, among other
things, authority to operate on frequency band segments in the L—band that are not in its authorization.
We request that CMDC provide the following information, by amendment, so that we may continue to
process the application.

Item S8(f) of Schedule S requires satellite applicants to provide an antenna gain contour diagram in .gxt
format for each satellite beam, and to identify which .gxt file is associated with which beam. For MSAT—
1, Beam IDs LE5S and LR5, CMDC lists "MSAT—1—Tx—South.gxt" and "MSAT—1 —Rx—South.gxt" in
response to item S8(f). In both of these .gxt gain contour files, however, the Beam ID is identified as
"TLS5."

Similarly, for MSAT—1 Beam IDs OMNIE and OMNIR, CMDC lists "MSAT—1 Omni—E.gxt" and
"MSAT—1 Omni—R.gxt" in response to item S8(f). In both of these .gxt gain contour files, however, the
Beam ID is identified as "?". In addition, CMDC lists long_nom=—111.10, and p=—111.1000;0.0000 in
both of these .gxt files. Further, in the "MSAT—1 Omni—R.gxt" file, CMDC lists emi_rep=E rather than
emi_rep=R. These values appear to be typographical errors.

As a result of errors, we are unable to compare the .gxt files for these beams with the information
provided for these beams in Schedule S, and therefore, we are unable to determine whether the beams
comply with the Commission‘s rules. Please provide the correct beam identifications for these beams.
CMDC should submit the requested information within thirty calendar days from the date of this letter.
Failure to submit the requested information will result in dismissal of the application pursuant to Section
25.112(c) of the Commission‘s rules.
