The petition secks to raise isues with respect to the possible use b ‘lenor of the 1545.8—1548 MHz band. As a general matter, se any portion ofthe L—band that is currently used by Inmarsat to serve the United Statel However, Telenor‘s application for this particular carth station does not seek authority to c the frequencies identified by MSV. The antenna in question is used exclusively FAA/WAAS program and, as MSV admits, Telenor has already told the Burea(and MS that those frequencies are not needed for tat program. See Telenor Satellte, nc., Oppositi IFile No. SES—MEFS—20060130—00172 (April6,2006). Thus, MSV‘s rationale for holding this plication in abeyance is uterly baseless, and MSV knows it MSV should stop burdening the immission and the parties with these spurious petitions.
