                                   Explanation of FCC License Denial

Form 312, Question 36: Has the applicant or any party to this application had any FCC station
authorization or license revoked or had any application for an initial, modification or renewal of FCC
station authorization, license, or construction permit denied by the Commission? If Yes, attach as an
exhibit, an explanation of the circumstances.

Answer = Yes

File 0305-EX-CN-2017, Application Dismissed Without Prejudice.

The Commission was unable to grant the application based on technical concerns related to tracking the
proposed satellites in the application. The FCC granted a later application by Swarm to communicate with
the aforementioned satellites for the sole purpose of collecting orbital and tracking data (see File 1140-EX-
ST-2018, granted August 24, 2018).

File 0026-EX-ST-2018, License Set Aside and Subsequently Voluntarily Withdrawn

The Commission granted the license on February 3, 2018. The license grant was set aside on March 7,
2018, at the request of the International Bureau to assess the impact of an unauthorized spacecraft launch.
On June 28, 2018, the applicant requested voluntary dismissal of the set aside application to realign
experiments with available launch vehicles. On June 29, 2018, the application was dismissed without
prejudice.

On June 28, 2018, the applicant requested voluntary dismissal of the pending application to realign
experiments with available launch vehicles. On June 29, 2018, the application was dismissed without
prejudice.
