General Dynamics Decision Systems is providing the Department of Homeland Security, United States Coast Guard (USCG), with a rescue communication system. Part of that overall system is a Disaster Recovery System (DRS) containing a satellite Very Small Aperture Terminal (VSAT) communications link. 43. Description. (Summarize the nature of the application and the services to be provided). General Dynamics Decision Systems is providing the Department of Homeland Security, United States Coast Guard (USCG), with a rescue communication system. Part of that overall system is a Disaster Recovery System (DRS) containing a satellite Very Small Aperture Terminal (VSAT) communications link. The main VSAT Earth Station (ES), or Hub, is located at the USCG facility in Kearneysville, West Virginia. Additionally, there will be a total of twenty−two (22) portable (remote) earth stations used for the recovery of communications during a natural or man−made disaster affecting the system. An encrypted digital bent−pipe would be setup between either the Hub and a portable station, or between two portables using bandwidth on a U.S. satellite. The portable earth stations will all be located within the U.S. and its territories as determined by the disaster recovery in progress. 21
