NARRATIVE ATLAS SPACE OPERATIONS HARMON, GUAM EARTH STATION AUTHORIZATION REQUEST DESCRIPTION This application is for earth station facilities to be used in connection with the BlackSky Global commercial satellite constellation, consisting of four satellites, Global-1 through Global-4. See FCC File No. SAT-LOA-20180320-00023, Call Sign S3032. The earth station facilities that are subject to this application would be used for communications with the all four Global satellites. S Band Atlas owns and operates the antenna providing the UHF uplink and the antenna providing the S-band uplink. Attached to this filing are the radiation hazards studies for the S-band uplinks, See Exhibit 2, as well as the frequency coordination report for the S-band uplink, Exhibit 3. UHF Band The radiation hazard study for the UHF band uplink is included in Exhibit 1. The UHF uplink interference search found one licensed Broadcast Auxiliary Remote Pickup, call sign: KPN725, operating in the adjacent frequency band of interest. It is operated by Guam Education Radio Foundation. The local SBE coordinator has been contacted and coordination with the SBE and the Guam Education Radio Foundation will be completed prior to commencement of services. The Atlas facility will operate on a non-interference basis with any adjacent band BAS facilities. Table 1 below details the licenses found in the-band and in the adjacent UHF bands. For both the ULS and the IBFS database there were no licenses in the 400-402 MHz frequency band.
