Blais, Southern Uplink filed a C—band R/T license application with the Commission back on 10/9/18. The File Number and Callsign of this application are SES—LIC—20181009—03804 and E190107 respectively. Because of issues surrounding the Commission‘s Public Notice (DA 18—398) ruling about limiting C—band downlink Registrations and Licensing in the 3.7 to 4.2 GHz range, Southern Uplink‘s license application (identified above) has been stalled at the Commission. In an effort to get Southern Uplink‘s much needed license, Southern Uplink is requesting the following: e Change current license application (SES—LIC—20181009—03804 / E190107) to a C—band transmit—only application. * All other necessary information in application would remain same. * Immediately process Southern Uplink‘s C—band transmit—only application to "Accepted for Filing" status and go on Public Notice. We appreciate the Commission‘s help with this matter and understand we will have no protection (neither via FCC Registration nor Licensing) in the downlink 3.7 to 4.2 GHz range. With the long delay in Southern Uplink license application and the need to have the constructed earth station operational in a transmitting fashion, we thank you for your prompt attention and help in this matter.
