Dear Ms. Dortch:

        Pursuant to Section 1.65 of the Federal Communication Commission’s (“FCC”) rules, 47
C.F.R. § 1.65, UltiSat Inc. (“UltiSat”) updates certain information in connection with the above-
referenced application for a Ku-band earth station aboard aircraft (“ESAA”) blanket license.

        UltiSat’s application requests authority to operate up to 250 Skytech Model BB45 ESAA
terminals to provide intelligence, surveillance, and reconnaissance (“ISR”) services supporting United
States Government (“USG”) security and border protection missions. The terminals will operate in the
14.0-14.5 GHz (Earth-to-space) and 10.95-11.2 GHz, 11.45-11.7 GHz, and 11.7-12.2 GHz (space-to-
Earth) bands to deliver mission-critical communications support for various ISR operations.

        On August 28, 2018, a teleconference was held including Cindy Spiers and Paul Blais of the
FCC International Bureau, representatives of the USG user community seeking to utilize the subject
ESAA terminal, and the undersigned. Among other things, the participants discussed (i) the FCC
licensing history of the BB45 terminal; (ii) the scope of an ESAA blanket license, including that a
grant to operate with Permitted Space Station List satellites constitutes FCC certification of
compliance with, and authorization to operate pursuant to, the FCC’s ESAA license rules (47 C.F.R.
§ 25.227); (iii) the need for near-term public notice and grant of the UltiSat application to support
USG missions; and (iv) the positive impact of such grant on the near-term use and potential
additional licensing of the terminal.
