                                  REQUEST FOR AUTHORITY

                By this application, RR Media Inc. (“RR Media”), respectfully requests authority

to operate three antennas at RR Media’s Hawley, Pennsylvania facility in the conventional Ku-

band. These three antennas were among several recently identified by RR Media as operating

without the appropriate authority, as reported to the Commission. RR Media has requested

Special Temporary Authority (“STA”) for one of the antennas, and the other two have been

turned off pending receipt of the required license.

                Earlier this year, the Commission granted authority for the transfer of control of

RR Media and its licenses for the Hawley, Pennsylvania teleport to SES S.A. (“SES”).

Following consummation of the transfer, integration of the Hawley facilities into the larger SES

network of earth stations began, and SES personnel became involved in the management of the

Hawley teleport earth station operations. As a result of these integration activities, SES learned

that the existing licenses for the Hawley site did not cover six of the operating antennas located

at the teleport and immediately initiated steps to bring the teleport operations into compliance

with Commission rules. Among the antennas identified were three conventional Ku-band

antennas designated HS17-A, HS17-B and HS17-C. Upon learning that these antennas were not

properly licensed, RR Media stopped operating HS17-A and HS17-B and filed an STA request

for HS17-C on December 28, 2016.

               RR Media now seeks full authority to operate all three antennas. As described in

the recent STA request, HS17-C is used to provide ongoing video and radio distribution services.

HS17-A and HS17-B will be used to provide occasional use services, which support the

broadcast of live news and sports events.

               RR Media hereby certifies that no party to this application is subject to a denial of

federal benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988, 21 U.S.C. § 862.

               For the foregoing reasons, RR Media respectfully requests authority to operate

three earth station antennas from its Hawley, Pennsylvania facility in conformance with the

technical characteristics outlined in the attached Form 312.
