             RESPONSE TO QUESTION 42: NON-U.S. LICENSED SATELLITES

           In this application, Telesat Network Services, Inc. (“Telesat”) seeks authority to
    operate a satellite earth station that will communicate with Telstar 19 VANTAGE
    (“T19V”), call sign S2955, using Ka-band frequencies. The Ka-band payload on T19V
    will serve areas within Brazil under ITU network filings submitted by Brazil and will
    serve areas outside Brazil under ITU network filings submitted by the United
    Kingdom’s OFCOM on behalf of the Isle of Man.

            Section 25.137(b) of the Commission’s rules requires earth station applicants
    seeking to communicate with a space station authorized outside the United States to
    provide legal and technical information for the space station in accordance with Part
    25 of the rules. This information already has been provided in connection with a
    petition for declaratory ruling filed by Telesat International Limited (“Telesat
    International”) seeking authority for T19V to serve the U.S. market. 1 Telesat hereby
    incorporates by reference the legal and technical information provided in Telesat
    International’s filing.
