seeks authority to communicate in the conventional Ku-band (14.0-14.5 GHz earth-to-space and
11.7-12.2 GHz space-to-earth) from the proposed earth station antenna with geostationary fixed
satellite service (“FSS”) spacecraft either licensed directly through the Commission or foreign-
licensed spacecraft approved to serve the United States market and placed on the Commission’s
“Permitted List.”

The proposed earth station antenna fully complies with all 2-degree spacing obligations.
