                                                                                        Narrative Statement


                                     Project Proposal and Public Interest

            Pursuant to Section 25.115 of the Rules and Regulations of the Federal Communications

Commission (the “Rules”), 47 C.F.R § 25.115, Anadarko Petroleum Corporation (“Anadarko”)

hereby requests Commission authority to operate a new fixed, C-band earth station on the

Heidelberg Spar oil platform in the Gulf of Mexico. Anadarko will use the earth station to

provide vital voice and data services to personnel working on the oil platform.

	

         Anadarko is proposing to add the 2.4m Seatel 9797 earth station antenna to the above-

referenced oil platform. The Seatel 9797 is the same antenna model that is currently being used

for C-band operations by Anadarko on its Lucius Spar oil platform, also in the Gulf of Mexico,

which the Commission approved for operation on February 21, 2014.1 Authorization to operate

the the same model antenna at a different location is consistent with Commission precedent and

will enhance Anadarko’s ability to serve its customers in the remote oil industry.

            The proposed earth station will also serve the public interest by providing essential

communication services to employees and personnel on the oil platform, and will be used

extensively by crew members for business and emergency operations. The earth station will

accommodate critical calls placed by oil platform personnel, and ensure effective and timely

agency response during emergencies. Furthermore, Anadarko has an extensive history before the

Commission, and as an existing FCC licensee, has proven its qualifications to hold a license and

operate earth station facilities. Accordingly, given the significant personnel safety concerns, the

grant of this application is in the public interest.

    A frequency coordination study was conducted in accordance with Sections 25.203 and

25.251 of the Rules, 47 C.F.R §§ 25.203 & 25.251, and the results of the study indicate that no

unacceptable interference will result with existing, proposed or prior coordinated radio facilities

(see attached Frequency Coordination Report).        Anadarko respectfully submits the enclosed

application in support of its request for license modification.
