                                  Proposed Operations
The University of Alaska Fairbanks (UAF) respectfully submits that it is in the public interest to grant UAF
the authority to operate transmit/receive earth stations transmitting in the 2042 – 2052 MHz band (“S-
band”).

UAF seeks authorization to transmit in the S-band for purposes of communicating with Earth Exploration
Satellite Service (“EESS”), NGSO earth imaging satellites. The stations will also receive at 2200 – 2400
MHz and 8072.5 – 8371.2 MHz (space-to-earth) frequency bands. UAF understands that these bands are
not protected from current and future Federal terrestrial and earth station transmitters and does not
request protection for the downlink of these frequency ranges from those users.

The proposed UAF earth stations will be located near existing and licensed S-band earth stations
operating in the EESS, Call Sign E970270, SES-RWL-20070831-01192.

UAF feels that the S-band earth stations proposed in this application will operate without conflict much
like the existing EESS earth stations licensed under Call Sign E970270.
