We understand that you have requested confirmation from Hughes Network Systems, LLC (Hughes) that they are authorized by PNG to operate their Ka—band mission at 65 W.L. nominal orbital position under the ITU filing designated RAGGIANA—2. We confirm that Eutelsat,S.A ("Eutelsat") is fully authorized by PNG as an assignee of the rights of the RAGGIANA—2 ITU filing, which allows Eutelsat to operate under, and enjoy the rights of, the RAGGIANA—2 ITU filing which includes the frequency bands 18.3—18.8 GHz, 19.7—20.2 GHz, 27.5— 29.0 GHz and 29.5—30.0 GHz at the 65 W.L. nominal orbital location. As the Hughes Ka—band mission will operate entirely within the Eutelsat 65 West A satellite which will be operated at the 65 W.L. nominal orbital position, we can confirm that Hughes, by extension, is authorized to operate their Ka—band mission at the 65 W.L. nominal orbital position under the ITU filing designated RAGGIANA—2.
