RESPONSE TO QUESTION 42 FOREIGN-LICENSED SATELLITES EchoStar Broadcasting Corporation (“EchoStar”) is seeking authority to operate its Direct Broadcast Satellite (“DBS”) fixed transmit/receive earth station with one foreign-licensed DBS satellite. The provision of services from this satellite, Ciel 2 (Canada), has already been authorized by the Commission. The Commission has previously granted blanket earth station and DBS feeder link authorizations for the provision of DBS service into the United States from the Canadian- licensed Ciel 2 satellite at the nominal 129° W.L. orbital location.1 The information specified in 47 C.F.R. § 25.137 for Ciel 2 at 128.85º W.L. has previously been provided to the Commission in those applications and is hereby incorporated by reference.2 1 See File No. SES-MFS-20080926-01242 (granted Jan. 30, 2009); Public Notice, Report No. SES-01110 (rel.
