                                      Description of Request


         With this application, Skybox Imaging, Inc. (“Skybox”) requests authority to
operate a new earth station antenna located in Half Moon Bay, California. The requested
authority will enable Skybox to conduct final acceptance testing of its “SkyNode” uplink
facility prior to its shipment and use overseas. The earth station will have the capability
of issuing limited commands in the 2025-2110 MHz band that direct the imaging
operations of SkySat-1 and SkySat-2, the two non-geostationary orbit (“NGSO”) high-
resolution imagery satellites comprising Skybox’s Earth Exploration Satellite Service
(“EESS”) system (Call Sign S2862).

       The SkyNode operations proposed herein will be conducted on an occasional,
temporary basis only, and will be coordinated with relevant authorized Broadcast
Auxiliary Service (“BAS”) operations in the 2081-2083 MHz band. The frequency
coordination report included with this application references the attached series of email
correspondence between Don Sharp of the Northern California Frequency Coordinating
Committee (“NCFCC”) and Craig Scheffler, Director of Satellite Access Systems for
Skybox.1 The email from Mr. Sharp dated November 29, 2012 states that the NCFCC
will coordinate occasional operations of the SkyNode facility subject to certain
conditions, with which Skybox agrees to comply.
