                                                                   FCC Form 312
                                                                         Exhibit A

EXHIBIT A: Frequency Bands and Points of Communication
(Response to Items 24 and E21-27)

In this application, Americom Government Services, Inc., d/b/a SES Government
Solutions (“SES-GS”) seeks a license to operate an 11-meter Ku-band antenna at a site
in Elkwood, VA. The antenna will transmit in the conventional Ku-band frequencies,
14.0-14.5 GHz. SES-GS seeks authority to use the antenna to receive in both the
conventional Ku-band frequencies, 11.7-12.2 GHz, and extended Ku-band frequencies,
10.95-11.2 GHz and 11.45-11.7 GHz.

Consistent with Commission policies, SES-GS seeks ALSAT authority for the
conventional Ku-band operations to allow communications with all U.S.-licensed
satellites and foreign-licensed satellites on the Commission’s permitted list.

SES-GS seeks authority to communicate with the NSS-7 satellite at 20° W.L. in
the extended Ku-band frequencies. The portion of the NSS-7 payload that includes the
10.95-11.2 GHz and 11.45-11.7 GHz extended Ku-band spectrum is operated by
Intelsat under a Commission license.1 SES-GS has coordinated its extended Ku-band
operations with terrestrial networks, and a report reflecting the results of the
coordination is attached. SES-GS confirms that it will use the extended Ku-band to
receive signals that originate internationally, consistent with the terms of footnote
NG104 to the U.S. Table of Allocations.2
