Dear Ms. Dortch:

On April 20, 2013, the undersigned on behalf of GoGo LLC (“GoGo”) participated in a conference
call with International Bureau Chief Mindel De La Torre; International Bureau Deputy Bureau Chief
Roderick Porter; International Bureau Satellite Division Acting Chief Fern Jarmulnek; and
International Bureau Satellite Division Associate Chief Andrea Kelly.

During the call, participants discussed the status of GoGo’s application for a blanket license for
1,000 technically identical Ku-band terminals to provide aeronautical mobile satellite service on
domestic and international fights. GoGo characterized the market for in-flight broadband services as
highly competitive and rapidly developing. GoGo then explained that competing against other
domestic and international in-flight broadband service providers requires GoGo to secure additional
authority from the Commission and then launch comprehensive broadband service as quickly as
possible. After reviewing the history of the satellite earth station license application and its
amendments, GoGo emphasized the strong economic and consumer interest in rapid disposition of
GoGo’s pending satellite earth station application.

The Commission designated the above-captioned proceedings as “permit-but-disclose” effective
April 16, 2013 pursuant to Public Notice SES-01545 (rel. April 17, 2013). Consistent with section
1.1206 of the Commission’s rules, please associate this letter with the above-referenced application.
