                                RESPONSE TO QUESTION 42

                             FOREIGN-LICENSED SATELLITES

         EchoStar Broadcasting Corporation (“EchoStar”) is seeking authority to operate its Direct

Broadcast Satellite (“DBS”) feeder link earth station with four foreign-licensed DBS satellites.

The provision of services from those satellites—EchoStar 1 (Mexico), EchoStar 8 (Mexico),

Nimiq 5 (Canada), and Ciel 2 (Canada)—has already been authorized by the Commission.

         EchoStar 1 at 77.15º W.L. The Commission has previously granted blanket earth station

and DBS feeder link authorizations for the provision of DBS service into the United States from

the Mexican-licensed EchoStar 1 satellite at nominal 77° W.L. orbital location.1 The information

specified in 47 C.F.R. § 25.137 for EchoStar 1 at 77º W.L. has previously been provided to the

Commission in those applications and is hereby incorporated by reference.2

         EchoStar 8 at 77.05° W.L. The Commission has previously granted blanket earth

station3 and DBS feeder link authorizations for the provision of DBS service into the United

States from the Mexican-licensed EchoStar 8 satellite at nominal 77° W.L. orbital location.4 The

DBS feeder link authorizations for the provision of DBS service into the United States from the

Canadian-licensed Nimiq 5 satellite at 72.7° W.L.6 The information specified in 47 C.F.R. §

25.137 for Nimiq 5 at 72.7º W.L. has previously been provided to the Commission in those

applications and is hereby incorporated by reference.7

         Ciel 2 at 128.85° W.L. The Commission has previously granted blanket earth station and

DBS feeder link authorizations for the provision of DBS service into the United States from

Canadian-licensed Ciel 2 at the nominal 129° W.L. orbital location.8 The information specified

in 47 C.F.R. § 25.137 for Ciel 2 at 128.85º W.L. has previously been provided to the

Commission in those applications and is hereby incorporated by reference.9
