                     ESV Vessel Tracking and Emission Records Collection/Storage


Per 47 C.F.R. Ch. 1 §25.222(a)(4) (restated below), GCI Communication Corp (“GCI”) will maintain time‐
annotated records associated with each ESV associated with this application that will contain (a) vessel
position information and (b) emission information (transmit frequency, channel bandwidth, and satellite
used). These records will be accumulated and stored as specified below.

Further, per 47 C.F.R. Ch. 1 §25.222(a)(5) (restated below), should GCI utilize any ESV associated with
this application to communicate with vessels of foreign registry it will maintain detailed information on
each vessels country of registry and a point of contact for the relevant administration responsible for
licensing such ESV’s.


47 C.F.R. Ch. 1 §25.222(a)(4)

        Requirement: “For each ESV transmitter, a record of the ship location (i.e., latitude/longitude),
        transmit frequency, channel bandwidth and satellite used shall be time annotated and
        maintained for a period of not less than 1 year. Records will be recorded at time intervals no
        greater than every 20 minutes while the ESV is transmitting. The ESV operator will make this
        data available upon request to a coordinator, fixed system operator, fixed‐satellite system
        operator, NTIA, or the Commission within 24 hours of the request.”

        Declaration: GCI will collect and store the information specified above in accordance with the
        stated time intervals and retention period. GCI will make this information available to
        authorized parties within 24‐hours of the initial request.


47 C.F.R. Ch. 1 §25.222(a)(5)

        Requirement: “ESV operators communicating with vessels of foreign registry must maintain
        detailed information on each vessel’s country of registry and a point of contact for the relevant
        administration responsible for licensing ESVs.”

        Declaration: GCI will maintain the information specified above. GCI will make this information
        available to authorized parties.
