                     GCI Contact Information / Authority to Cessation of Emissions


Per 47 C.F.R. Ch. 1 §25.222(a)(3) (restated below), GCI Communication Corp (“GCI”) maintains a
Network Operation Control Center (“NOCC”) 24 hours per day, 365 days per year. The operators in this
NOCC will either have direct authority and the ability, or are in contact with other technical staff at GCI
who have direct authority and the capability, to remotely access the ESV equipment associated with this
application, either directly or via out‐of‐band management equipment, in order to cease operations in
case of suspected interference. The contact information for the GCI NOCC is as follows:

Per 47 C.F.R. Ch. 1 §25.222(a)(6) (restated below), GCI controls, or contracts with another US company
to control, Hub earth stations involved with communication to the ESV equipment contained in this
application. GCI maintains the authority and capability of ceasing transmission from any ESV equipment
associated with this application should such action be deemed necessary.


47 C.F.R. Ch. 1 §25.222(a)(3)

        Requirement: “There shall be a point of contact in the United States, with phone number and
        address, available 24 hours a day, seven days a week, with authority and ability to cease all
        emissions from the ESVs, either directly or through the facilities of a U.S. Hub or a Hub located in
        another country with which the United States has a bilateral agreement that enables such
        cessation of emissions.”

        Declaration: GCI NOCC operators, or other technical staff at GCI, have the direct authority and
        ability to remotely access the ESV equipment associated with this application in order to cease
        all emissions should such action be deemed necessary.


47 C.F.R. Ch. 1 §25.222(a)(6)

        Requirement: “ESV operators shall control all ESVs by a Hub earth station located in the United
        States, except that an ESV on U.S.‐registered vessels may operate under control of a Hub earth
        station location outside the United States provided the ESV operator maintains a point of
        contact within the United States that will have the capability and authority to cause an ESV on a
        U.S.‐registered vessel to cease transmitting if necessary.”

        Declaration: GCI controls, or contracts with another U.S. company to control, Hub earth station
        equipment communicating with the ESV’s associated with this application. These Hub earth
        stations are located within the United States and are authorized by the Federal Communications
        Commission (FCC) for operation under 47 C.F.R. Ch. 1 §25.
